This volume presents the proceedings of a German-British conference that took place in Berlin in February/March 2000. At the turn of the 20th century to the 21st, the conference brought members of the national and regional parliaments, and of the European Parliament – former ministers and 'backbenchers', party whips and chairs of committees, 'old hands' and junior MPs – into contact with journalists, academics and the general public, thus creating the framework for a comparative analysis of the "Parliamentary Cultures" of the two countries. The discussion included: the public image of MPs and their possibilities to act; the recent developments of the lobby system in the two countries; the growing influence of the media on government policy; and the increasingly important role of the European Parliament and the European Commission, which in some respect have developed as competitors of national legislatures.

Dieser Band dokumentiert den Verlauf einer deutsch-britischen Konferenz, die im Februar/März 2000 in Berlin stattgefunden hat. An der Wende vom 20. zum 21. Jahrhundert hat sie Abgeordnete der nationalen und regionalen Parlamente sowie des Europaparlaments – ehemalige Minister und 'Hinterbänkler', Fraktionsführer und Ausschußvorsitzende, 'alte Hasen' und Jungparlamentarier – mit Journalisten, Wissenschaftlern und Bürgern zusammengeführt, so daß eine vergleichende Analyse der "Parlamentskulturen" in den beiden Ländern möglich wurde. Zu den auf der Konferenz behandelten Themen gehörten: das öffentliche Ansehen der Abgeordneten und ihre Handlungsmöglichkeiten; die neuere Entwicklung des Lobbysystems in den beiden Ländern; der wachsende Einfluß der Medien auf die Regierungen; und die zunehmend wichtigere Rolle des Europaparlaments und der Europäischen Kommission, die sich in mancher Hinsicht zu Konkurrenten der nationalstaatlichen Legislative entwickelt haben.
